Nomenklatur des Harmonisierten Systems zur Bezeichnung und Codierung der Waren (HS Nomenclature) sowie Erläuterungen hierzu (HS Explanatory Notes). Bei der Nomenklatur handelt es sich um eine internationale Nomenklatur mit verschiedenen Verwendungen, die unter der Schirmherrschaft der Weltzollorganisation (WZO) erarbeitet wurde. Die HS Nomenklatur umfasst rund 5.000 Warengruppen, die durch einen 6-stelligen Code bezeichnet und gemäß festen Regeln in einer rechtlichen und logischen Struktur angeordnet sind. Die Erläuterungen enthalten eine Erläuterung des Anwendungsbereichs jeder Position, eine Liste der wichtigsten eingeschlossenen und ausgeschlossenen Erzeugnisse sowie technische Beschreibungen der betreffenden Waren (Aussehen, Eigenschaften, Herstellungsverfahren und Verwendungszwecke) und praktische Hinweise zu deren Identifizierung.

Die neue Ausgabe 2022 enthält 351 Änderungen, die zahlreiche Waren im grenzüberschreitenden Handel abdecken. Die wichtigsten Änderungen des HS 2022 sind Anpassungen an den derzeitigen Handel durch die Anerkennung neuer Produktströme und die Berücksichtigung von Umwelt- und Sozialfragen sowie technischem Fortschritt.

As of 1 January 2022, the 7th edition of the Harmonized System (HS) Nomenclature replaces the 2017 edition worldwide for the uniform classification of goods. This 2022 edition introduces significant changes compared to its previous edition with more than 350 new entries covering a wide range of goods.

The HS serves as the basis for Customs tariffs and for the compilation of international trade statistics in 211 economies. Harmonized System Explanatory Notes 2022

Explanatory Notes to the Harmonized System 2022 are tools developed by the Harmonized System Committee and adopted by the Council. They provide technical descriptions of goods and practical indications for the classification and identification of products.

They form are the official interpretation of the HS Nomenclature at the international level and serve as a reference in today's world trade. It is an indispensable complement to the HS and a great resource for importers, customs brokers, and trade law professionals.

In this 2022 HS edition, new Explanatory Notes have been created to include newly integrated products to the HS such as edible insects, drones and electronic waste. The text covers the General Rules of Interpretation, Section Notes, and the Chapters and Subheadings.

It includes all 5 volumes bound in 5 standard binders and a first Amending Supplements leaflet to substitute to the pre-mentioned original content pages.

The price of the Explanatory Notes 2022 edition includes the automatic sending of updates throughout the HS 2022-2027 cycle. They will be sent to you when published by the WCO.

Harmonized System Classification Handbook (3rd Edition 2022)

The World Customs Organization (WCO) Handbook on HS Classification is an essential introduction to the Harmonized Commodity Description and Coding System, also known as the Harmonized System or HS. This 3rd edition 2022 of the HS Manual expands on the previous 2013 version in several ways and will be of interest to experts and beginners alike.

It explains the origins of the Harmonized System, the complete procedure leading to classification decisions, sets out the provisions for its maintenance and describes the complementary publications of the Harmonized System.

It details the relationship between the HS and national tariffs, including the reserved Chapters 98 and 99 by Canada, India and the United States. The relationship between the private sector and customs administrations and the WCO is also discussed from several angles: recourse in case of disputes, contributions in the constant provision of innovations...

It also contains the text of the International Convention on the Harmonized Commodity Description and Coding System, the rules of procedure of the HS Committees and Sub-Committees.

Compendium of Classification Opinions 2022

The Compendium of Classification Opinions regroups the list of classification opinions taken by the Harmonized System Committee. Most of these classification opinions are present at a sub-heading level (6 digits) in the Nomenclature and address the classification of products such as "Mozzarella cheese" 0406.10.

The Classification Opinions aim to facilitate the interpretation of the HS Nomenclature and its Explanatory Notes. For the last 35 years, the Harmonized System has become a universal customs language for classifying goods and is the foundation of all National tariff around the world.

The HS Committee reunites to take classifying decisions regarding specific products. Hybrid and/or more technical these products require more clarification for their classification, which is provided by the Opinions. These opinions are adopted internationally by WCO's Members and carry the same status as the Explanatory Notes but refer to specific products.

The Compendium is bilingual with both French and English, the two official languages of the WCO. The price of this publication includes the Amending Supplements that will be sent to you by post throughout the HS cycle (2022-2027).
